The Congress of the Universal Postal Union (UPU) founded in 1874 is held every four years for the plenipotentiaries of the 192 member countries. After the 2016 Congress in Istanbul (Turkey), Abidjan (Côte d’Ivoire) was planned as the venue for the 2020 gathering, but the date was postponed to 2021 because of the COVID- 19 pandemic. The new international reply coupon is also issued at the Congress.
