1. Only postage stamps and Luxembourg postal cards that are valid for franking will be cancelled.
From 1 January 2003, postage stamps whose value is expressed exclusively in Luxembourg francs will not be valid for franking and cannot be cancelled. Stamps without a numerical face value (A, A Europe, L50g, E50g, and M50g) as well as those whose value is expressed in both EUR and LUF will remain valid until notice to the contrary.
2. All mail or any philatelic documents presented for cancellation must bear a minimum franking of 0.80€.This minimum does not apply to First Day cancellations that will be used to cancel all the stamps issued on the date in question, even those whose franking value would be lower than 0.80€.
All items to be forwarded through the mail must conform to the general conditions of acceptance and franking of mail transported by the post and be presented in the form of an envelope or card. The franking must be affixed to the front side, stamps placed on the reverse side will not be taken into consideration. The single exception is that maximum cards may be franked on the view side. (Maximum cards can’t be forwarded through the mail uncovered, however.)
3. Registered mail or air mail is only accepted on the same day as the release of the cancellation design and then only at the corresponding post office. Insured mail as well as « ATR » mail, is not accepted.
4. Late requests for cancellation of items that are not sent through the mail are accepted in the three weeks following the release of the cancellation design.
5. A single piece of mail or philatelic document cannot receive two or more different cancellations. Stamps affixed on any item bearing previously cancelled stamps will not be cancelled with the new cancellation design.
6. First Day cancellation can only be used to cancel stamps from the corresponding stamp issue.
7. In case, the First Day cancellation mark should be applied on an addressed envelope that bears stamps not fulfilling the required minimum franking and supplementary franking is needed, articles 5 and 6 do not apply. The supplementary franking will be cancelled by the normal day cancellation mark. This is only valid on the day of the stamp issue.
8. In order to receive announced cancellations, collectors will be able to send duly franked mail or documents in a timely manner to POST Philately. If necessary, an addressed envelope can be enclosed for the return of the items.SERVICE D’OBLITÉRATION PHILATÉLIQUE
1) Sont seuls oblitérés les timbres-poste et cartes postales luxembourgeois ayant cours.
A partir du 1er janvier 2003 les timbres-poste dont la valeur est exprimée exclusivement en francs luxembourgeois ne seront plus valables pour l'affranchissement et ne pourront plus être oblitérés. Les timbres-poste sans valeur faciale numérique ("A" et "A europe", L50g, E50g, M50g) ainsi que ceux dont la valeur est exprimée en double affichage (EUR et LUF) resteront valables jusqu'à avis contraire.
2) Tout envoi ou document philatélique quelconque présenté à l'oblitération doit porter un affranchissement minimum de 0,80€. (Ce minimum ne concerne pas les cachets “Premier Jour” au moyen desquels seront oblitérés tous les timbres émis à la date en question, même ceux dont la valeur d’affranchissement serait inférieure à 0,80 €)
Tout envoi à expédier doit répondre aux conditions générales d'acceptation et d'affranchissement des envois à transporter par la poste et se présenter sous forme d'enveloppe ou de carte. L'affranchissement en doit être collé au recto, des timbres éventuels placés au verso n'étant pas pris en considération. A titre d'exception, l'affranchissement des cartes maximum peut se trouver du côté vue (les cartes maximum ne peuvent pas être expédiées à découvert).
3) Les envois recommandés ou “par avion” ne sont acceptés que le jour même de la mise en service du cachet et ce uniquement au bureau de poste concerné. Les envois avec valeur déclarée ainsi que les envois “ATR” ne sont pas acceptés.
4) Les demandes d'oblitération tardives d'objets non expédiés sont recevables dans les trois semaines qui suivent la date de mise en service des cachets.
5) Un seul et même envoi ne peut pas recevoir deux ou plusieurs cachets différents. Les timbres apposés sur un envoi portant des figurines déjà antérieurement oblitérées ne sont pas munis de cachets.
6) Les cachets « Premier Jour » ne sont utilisés que pour l’oblitération des timbres de l’émission y relative.
7) Dans le cas où un envoi adressé muni d’un timbre destiné à être oblitéré par un cachet « Premier jour » ne correspond pas au minimum tarifaire requis et qu’un affranchissement supplémentaire doit combler l’affranchissement manquant, les articles 5 et 6 ne s’appliquent pas. Le complément d’affranchissement est oblitéré avec un cachet à date ordinaire. Ceci vaut uniquement pour le jour d’émission.
8) Pour recevoir les oblitérations annoncées, les collectionneurs auront la possibilité d'adresser en temps opportun à POST Philately les envois ou documents dûment affranchis. Le cas échéant, une enveloppe adressée est à joindre pour le retour.
